Minutes of the Parish Council Meeting of Sedgehill & Semley Parish Council held at Semley Village Hall, on Monday 9th January 2017 commencing 7.30pm.

065/17 Apologies: Received from Wiltshire Councillor Bridget Wayman, Cllr.

Andrew Ebbens and Cllr. David Pitman.

Cllr. Amy Lanchester gave her apologies along with resignation.

Amy felt it was unfair to remain as a Parish Councillor knowing

they will be moving away from the area in the near future.

066/17 Declarations of Interest: None received.
067/17 Adopt Minutes of Meetings: The minutes of the meeting held on 7th November 2016 were adopted and signed as a true record, proposed by Cllr. John Passmore and seconded by Cllr Alan Bowerman, agree by all as a true record.  Minutes of the Planning meetings held on 6th December 2016 were adopted and signed as a true record, proposed by Cllr. Robin Moors and seconded by Cllr. Alan Bowerman.
068/17 Police & Community Safety Partnerships: PC Peter Tscherniawsky not present and no current Police newsletter received.
069/17 Wiltshire Councillor Report: Apologies received, no report given.
070/17 Community SID (Speed Indicator Device) a.     Speed Indicator Device – Cllr. George Jeans has agreed to the kind offer from Cllr. Andrew Ebbens for the technical department at his work to try fixing the 3 Area Board broken SIDs.  Hindon Parish Council have purchased their own SID, this frees up extra usage for SSPC and a spare battery has been purchased.  Cllr. Alan Bowerman reported positive feedback from residents for the village to have their own SID, with possible voluntarily contributions from residents, Semley School and the Village Shop community fund. Action:   Item for next agenda, Cllr. John Passmore to obtain 3 quotes. b.     White Line review – Wiltshire Council asking for 5 priority locations; suggestions made – junctions onto A350, Caldicotts cross road and Semley school area.  Action:  Clerk c.     CilCA Clerk’s qualification – proposed by Cllr. Gerry Purdue and seconded by Cllr. John Passmore for clerk to attend first session.

d.     Red Telephone Box, Semley – It was generally felt the Pub is still the best location, second possible location at Semley Store but wall space is very limited.  Action:  Clerk to contact owner of pub for consent.

071/17   Matters for Consideration: Another spate of fly tipping has occurred (Sedgehill turning off A350 – assortment of household waste; Hatts Farm road 3 bed mattresses; Calaie Hill more Tetra pack cartons), please report on the Wiltshire Council issue system and should you witness anyone fly tipping please report to the Police.

 

072/17 Area Board Report: Cllr Gerry Purdue reported on the Area Board meeting held on 7th December 2016.

Due to the success of the Clean for the Queen last year a Great British Spring Clean will be held between 3-5th March 2017.

Pot hole repairs are improving.

Community Police messaging can be tailored to post code areas of your choice to avoid over load of information, also you can be added to our local email alert list administered by Cynthia Williams.

Other items covered; Community Focus, Local Youth Management Group, Grants, Local Rural Community Transport (Tisbus) and the Nadder Centre.

Cllr. Robin Moors asked if the next Parish Council meeting could be held at the Nadder Centre to include a look around at the new facilities.      Action:  Clerk to book.

073/16 Rights of Way Report: Report sent by Cllr. Andrew Ebbens in his absence.

Meeting to take place in near future reference gates for SESE 36/50.

Locked gates on path SESE 55 being brought to the attention of land owner.

074/17 Community Emergency Plan: James Mackaness confirmed he would attend the Nadder Flood meeting arranged for 2nd February 2017 and report back at the next parish council meeting.

Approved 17/11/16 Planning Concerns ·       Hatt’s Farm – response from planning if this is a new barn and a formal complaint is received he will investigate.  A prior notification application was submitted in 2007 but since lapsed in 2012.  No recent PN has been submitted.          Action:  Clerk ·       Semley Lodge – Retrospective application being sub-mitted.

·      Creates House – No response from Wiltshire Council    Action:  Clerk to chase.

076/17 Highways: a.     Width Restriction Sign Barkers Hill – in hand.

b.     A350 repeater signs (50mph) – Raise as a CAGT issue.  Action:  Clerk c.     Parish Steward visits – focus on drains at Brick Kiln Cottage, Calestone Cottage areas, Sedgehill turning of A350 and between the Benett Arms and Sem Hill.

077/17 Finance: a.     Income & Expenditure Report –  as at 31st December 2016 circulated to all at meeting (copy attached to minutes).

b.     Precept 2016/17 – draft precept figures discussed at the pre-finance meeting was circulated to all at meeting.  Following a long discussion Cllr. Robin Moors proposed to requested precept sum (£9,000.) as presented draft circulated, seconded by Cllr. Liz Stopford, all in favour.  Action:  Clerk
